Stakeholder Consultations on Green and Sustainable Public Procurement in Uzbekistan

ACT Global and GIZ held a series of stakeholder consultations in Uzbekistan as part of the project “Capacity Building of the Ministry of Economy on Green and Sustainable Public Procurement”.

The mission focused on validating preliminary findings and mapping the institutional and market actors who will play a key role in advancing Uzbekistan’s sustainable public procurement framework.

Over two days, ACT Global and GIZ met with public institutions, private sector representatives, state-affiliated bodies and members of the donor community. The discussions explored policy alignment, institutional capacity, standards and quality assurance, supplier readiness, and the practical conditions needed to move sustainable public procurement from policy ambition to implementation.

A key part of the mission was the engagement with Uzbekistan’s newly established Industrial Cooperation and Public Procurement Agency. These discussions helped strengthen the shared understanding of reform priorities and the steps needed to support a more practical, inclusive and market-responsive approach to green and sustainable procurement.

Through this project, ACT Global works closely with the Ministry of Economy and Finance of Uzbekistan and the MEF Training Centre to support the development of a practical Green Procurement Guide, design and delivery of a Training-of-Trainers programme, implementation of pilot initiatives, and targeted guidance for SMEs, including women- and youth-led enterprises, to participate more effectively in green tenders and access EU public procurement markets.

By combining international good practice with local institutional and market realities, ACT Global will continue supporting Uzbekistan’s efforts to make sustainable public procurement a standard part of public sector decision-making and a driver of the country’s wider green transition.
